Why is the right saying that Justin Trudeau caved when all he did was mention conditions that were agreed on in 2024?

Conservative-leaning media seem to be fist pumping Canada backing down and "caving to Trumps demands", but just a little light reading on the situation from other outlets seems to make it clear that Justin did not cave on anything.

In his social media post on the matter, he mentioned conditions that were already in the works during Biden's presidency in 2024, so not something that Trump had anything to do with.

As a result, it appears to me that this is a classic case of "spin" from the right, but I'm just curious why the sentiment seems to be *so confidently fervent* that this is a win for Trump when all he really did was just threaten tariffs and then put them on old after a phone call despite no new agreements being brought to the table from Trudeau's side. It seems more like him making something out of nothing, or arguably it even makes Trump look like he, himself, caved.
