Withdrawn from wounded hollow?

I fire off sos flares frequently for investigations in the wounded hollow and player's always join really fast but many of them withdraw as soon as it says they have joined the quest. Eventually player's will stay, but I only see this happen in the wounded hollow. None of the other areas have this issue with online play. Anyone else experienced anything like this here?
